Philpott looks to bring Indigenous health delivery to new department

first_imgKristy KirkupThe Canadian PressOTTAWA – Newly minted Indigenous Services Minister Jane Philpott says her new department will likely include the delivery of health services for First Nations and Inuit – an area previously under her watch at Health Canada.Philpott said consultations and legislation will be required for the creation of her new ministry, but she said the 1996 Royal Commission on Aboriginal Peoples clearly suggested a new department should handle health delivery on a gradually diminishing basis.“The royal commission structure that was recommended is fairly similar to the approach that we are taking, suggesting that all health services would be managed through a new department and a minister that was responsible for delivery of those services until such time that self-governing First Nations or other Indigenous communities were ready, willing and able to take over those areas,” Philpott said in an interview. She also said the current federal approach – dividing Indigenous health care and the delivery of other social services that drive health outcomes – is an “artificial separation”, while the new department affords an opportunity to bring this all under one roof.“Health services fits very strongly in with other social determinants like education and child care and so many other issues that will be under the portfolio,” Philpott said.“In a way, my job is a step in the process necessary in the short term in order to fix many things that are not working right and to address many injustices in terms of the level of services that are being provided, but it is not intended that the department of Indigenous Services will be around forever.”Self-determination of communities, including the ability to control health services, was the vision behind an agreement recently inked by Ottawa, Nishnawbe Aski Nation (NAN) and the province of Ontario, she said, noting it looks to put control and direction in the hands of the communities needing the services.NAN Grand Chief Alvin Fiddler said he is pleased to see a new federal department is being created, adding he wants to see it do business differently.“We need to dismantle the whole system and in its place, build a system that will finally meet the needs of our communities,” he said. “Our communities have to be engaged in a meaningful way to ensure that the solutions that they have are incorporated into this process. I welcome the opportunity to be involved and for our communities to be involved in that work.”Dr. Alika Lafontaine, past president of Indigenous Physicians Association of Canada, said the federal government now has a blank slate to lay out a new vision.“Minister Philpott has a great a chance to impact health disparities positively, as early politicians had to completely dismantle the health systems that existed in our Indigenous communities,” he said. “This is probably the biggest opportunity that has been given to Indigenous communities in a very long time.”Philpott agrees the new ministry provides an “incredible opportunity.”“Our government needs to be listening very carefully and acting on the good advice of people who have thought about this for a very long time, that this has to be a momentous change,” she said.“I think the blank slate metaphor is a good one and one that we certainly need to keep in mind _ that this is a new future.”Northern Ontario NDP MP Charlie Angus, who is currently running to become leader of his party, said the key issue is to ensure the federal delivery of services is transformed and made more transparent for communities.“Simply moving the office doesn’t really change anything.”last_img read more

Alberta boosts job numbers in spite of doom and gloom forecasts

first_imgOTTAWA (660 NEWS) – Some jobs numbers are shocking economists from coast to coast especially in this province.Stats Canada said there were more than 94,000 jobs added in the month of November across the country. This is coming as donations for charities in Alberta have plummeted, economic forecasts have been shaky, and some economists expect major layoffs in the oil and gas industry. Yet Alberta is one of the leaders when it comes to this growth. We sit second in the country when it comes to jobs added. There were 24,000 positions added in the province, and we’re only behind Quebec when it comes to growth.Stats Canada reports that growth is not coming at the expense of contractors as the rate of self-employed workers has stayed roughly the same, but there was an increase in public sector jobs.“There was very strong gains in areas like health care and social assistance, in public administration, in information culture and recreation, those things that tend not to be driven as much by the energy price,” noted ATB Financial Chief Economist Todd Hirsch.Hirsch believes these numbers are good news, but the price of oil is still a problem for Alberta.“If we don’t see some positive news early in the new year, I think we will then start to see more layoffs. But I don’t expect we will see massive layoffs between now and the new year,” said Hirsch. “If we are hearing some positive news about pipelines going ahead or around this oil price differential, I think we’ll be in okay shape. But I think there are a lot of companies too that are just holding on by their fingernails.”More volatility in employment: Canada added a net 94,000 jobs in November, far above estimates, driven by full-time work. The unemployment rate fell 0.2 percentage points to 5.6%, “the lowest since comparable data became available in 1976” says Statscan.— Richard Dettman (@rwdettman) December 7, 2018The unemployment rate dropped a full percentage point to sit at 6.3 per cent in the province. In Calgary, that rate is down 0.3 percentage points to sit at 7.9 per cent.Royce Mendes with CIBC Capital Markets is skeptical of any kind of celebration over these figures.“These numbers are extremely volatile on a month-over-month basis.”He believes there are factors that could lead to a swing towards less pleasant outcomes.“There was a big increase in jobs in Alberta. Now you will remember, during November is when the price of Western Canadian Select oil prices fell dramatically. So it’s odd then that Alberta increased 24,000 jobs during the month. So there are major concerns about the sustainability of the jobs gained in November.”last_img read more

PUBG Mobile Lite features we really hope to see in PUBG Mobiles

first_img This has to be the coolest PUBG Mobile trick, EVER!!! PUBG Mobile Lite was recently launched to attract the masses owning a low-end smartphone. The lighter version of the most popular battle royale mobile title eliminates the need to have a premium, high-end smartphone to get onboard the craze PUBG Mobile has built since its launch.PUBG Mobile Lite developers have thought through the idea behind it, bringing each and every feature tailored to deliver optimum gaming experience. We tested PUBG Mobile Lite and it seemed fine but needs further improvements in terms of lags and some glitches. The gameplay aspect seems to be more favourable than the build itself, but there are going to be updates in the future to fix those errors.During our PUBG Mobile Lite review, we noticed some new features exclusive to this particular version and other features that we had briefly seen in select PUBG Mobile games. Now, we hope that Tencent considers bringing some of its PUBG Mobile Lite features to PUBG Mobile, which can benefit more users who have been playing the game for quite some time now.Riverside rampCamping on bridges is one of the common practices in PUBG Mobile, but there are culverts in the game to allow players to cross a river. While this is helpful, players can alternatively swim to cross to avoid any sniper who would be watching the culvert. But what we saw in PUBG Mobile Lite really had us thinking why this feature can’t come to PUBG Mobile. PUBG Mobile Lite riverside rampIBTimes India/Sami Khan screenshotPUBG Mobile Lite has a riverside ramp that can be used to cross a river in James Bond’s style. Throttle your vehicle and go over the ramp to land on the other side of the river to give opponents an element of surprise. We really hope to see this in PUBG Mobile as it can be used to a better strategy and ambush the enemy without losing your vehicle.RPG missile launcherPUBG Mobile Lite adds a new weapon to the airdrop weapon arsenal. An RPG missile launcher is incredibly cool to carry and highly destructive in short range. We’ve seen the RPG in PUBG Mobile x Resident Evil 2 crossover event to eliminate hoards of zombies, but we never heard of it in other maps. PUBG Mobile Lite RPG launcherIBTimes India/Sami KhanOur sincere hope is that PUBG Mobile gets RPG as a rare item found only in airdrops in addition to the weapons like M249, AWM, Groza and others.Health while on the moveFor so long, PUBG Mobile players have cribbed and complained about not being able to take health while on the move. Being stationary is mandatory to boost the health level, but it puts the player in a comprising situation if the sniper has marked you. In PUBG Mobile Lite, players can take health while on the move, which is something we wish gets introduced in the original PUBG Mobile. This can save lives and give a harder time for enemies to take you out. This works both ways, so don’t get too stressed out when your target is moving out of range while boosting health. PUBG Mobile Lite goes live in IndiaPlay StoreExtended time to killFinally, PUBG Mobile Lite makes it hard to kill an enemy. It’s not a glitch, but it is by design to “enhance players survivability during firefights and encouraging aggressive play.” We don’t entirely wish for this feature to be seen in the original game, but it wouldn’t hurt to be immune to shots while we inspect its origin. Most times, headshots take you out before you realize where it came from. A warning in the form of extended time to kill can be a nice addition.Tencent Games hasn’t promised or hinted to bring these features to PUBG Mobile, but it is merely our hope to enhance the gameplay. Uniontown Bar and Grill Brings Nightlife to Anacostia

first_imgWASHINGTON — It’s a frigid Friday night, and the entertainment centers of the city — Chinatown, U Street, Georgetown, H Street, Capitol Hill, Adams Morgan and Barracks Row — are flourishing with people crowded into bars and restaurants, eager to  warm their fingers and enjoy good food and interesting chatter. In the southeast neighborhood of Anacostia, however, the streets are dead. The only exception is a on the 2200 block of Martin Luther King Jr. Avenue. That is the home of Uniontown Bar and Grill, one of only two sit-down restaurants in the neighborhood.Anchoring the corner of King Avenue and W Street, Uniontown sits across for the neighborhood’s iconic Big Chair and the Big Chair Coffee and Grill, the only other sit-down restaurant. Like Uniontown, it also recently reopened after being closed.Uniontown is unassuming on the outside. The only indication that something is going on inside come from the few patrons standing outside have a smoke.Inside is a multi-aged crowd. People are buying drinks, chatting, laughing and dancing to deafening music as a disco ball shoots multicolored lights across the walls and floors. Now under new management following the conviction on drug charges of the previous owner, Uniontown has an authentic Washington feel.It offers themed drinks, like the Marion Barry, the Chuck Brown and the Ballou Knight, named after the mascot of nearby Ballou High School. On the second level patrons, listen and dance to  go-go, a form of music that which originated in Washington, and enjoy hookah.Tonight, Jackie Maddox and her daughter, Christine Montgomery collect entrance fee at the front door and give out wristbands for re-entry. They both frequent the bar throughout the week.“The people draw me here,” said Montgomery, a meeting planner who lives in the neighborhood. “It’s a family atmosphere.”Montgomery is  greeted by almost every customer with a hug and a promise to meet later. ,The restaurant opens everyday at 11 a.m. closes at midnight, with the except of Sundays when they open at 1 p.m. and Fridays and Saturdays when they stay open until 2:30 in the morning. Happy hour is Monday through Friday from four to eight, and each night is a new attraction— comedy nights on Wednesdays, motorcycle night on Mondays.“On the weekdays, it’s a mature crowd and everyone comes after work to unwind,” Maddox, 54, said. “They have karaoke and jazz here. It’s really nice atmosphere.”In 2012, the restaurant closed after being open for about a year after the owner pled guilty to selling cocaine.Aftermath, which plays R&B, Pop and Go Go, have been playing at Uniontown for three weeks.Female vocalist Tiny lives in Ward 8 and was coming to the bar well before her band started playing there.“It’s a decent bar,” she said.. “It’s in the community so you can get something to eat, watch the game. It’s a nice stop.”Dmaz, 39, is a native Californian, but he said feels completely immersed in the culture whenever he’s at Uniontown.“Pure and uncut” are how the Howard University graduate  describe Uniontown.“I’m not from D.C.,” lumukanda said.  “But I love a unique authentic experience and this is it. It doesn’t get more D.C. than this.”Ayenubizu Yimenu, the owner of The Big Chair Coffee N’ Grill across the street at 2122 King Ave. says that people come eat at her restaurant, then head over to Uniontown for dancing. The Big Chair Coffee N’ Grill was one of the first sit down restaurants in the neighborhood, and similar to Uniontown was shut down for a brief stint of time due to some legal issues.Since it first opened in 2010, Yimenu has had trouble getting an entertainment license so she can get a DJ as well but she isn’t fretting over lost business.“People still come in here,” she said. “They like my food.”last_img read more

Rousseff reelected on call to save Brazils social gains
